Bay Village Police Detective Bureau

The Bay Village Police Department Detective Bureau consists of one Lieutenant and two Detectives.  The Detective Bureau is responsible for the investigation of all criminal activity and complaints.  Information gathered during investigations lead to warrants being issued for the arrest of criminals.

The Detective Bureau also conducts follow-up on misdemeanor and felony arrests, files felony charges in the Cuyahoga County Common Pleas Court, files misdemeanor charges in Rocky River Municipal Court and assists with multi-jurisdictional investigations.   Additional responsibilities include:

  • Obtaining and conducting search warrants
  • Documenting and processing crime scenes
  • Interviewing victims, witnesses, and suspects 

The Detective Bureau also handles juvenile matters and works closely with the Bay Village Schools, Cuyahoga County Juvenile Court, Children and Family Services and the Juvenile Diversion Program. 

The office coordinates investigations with other federal, state and local agencies.  Drug investigations are coordinated with the Westshore Enforcement Bureau Narcotics Task Force and other local law enforcement agencies.  Members of the Detective Bureau also serve as crisis negotiators and are members of the Westshore Enforcement Bureau Crisis Negotiation Team (WEB CNT) and the Internet Crimes Against Children Task Force (ICAC).  Detectives also participate in crime prevention programs and speak to various groups as requested.  

In addition to the three members of the Detective Bureau, Off. Russell Kime conducts computer forensic examinations for not only Bay Village, but other agencies requesting assistance.  Det. Sgt. Leasure, Sgt. Silva, and Off. Pelagalli also serve as evidence technicians and are trained to assist with the processing of crime scenes. 

Members of the Detective Bureau receive extensive training in all aspects of criminal investigation.  This training includes crime scene processing, using technology in investigations, interviewing, crimes against children, property crimes, sex crimes and homicides.


Detective Bureau Members

Det. Jay Elish has been a member of the Department since 1993 and a member of the Detective Bureau since September of 2001.  Det. Elish handles the majority of the reported financial crimes in addition to his general investigative responsibilities.  Det. Elish is a member of the WEB Crisis Negotiator Team. Det. Elish is a graduate of Kent State University with a BA in Criminal Justice.
