Basic Information for New Residents

Within the Resident Information section you will find information about your new community, including schools, police and fire, maps, history, government information, and a helpful Homeowner's Guide. The Site Map indicated on the side bar will assist you with navigation of the site.

Greater Cleveland Regional Transit Authority (RTA) operates bus service from Bay Village. For further information contact the RTA answerline (216) 621-9500 or their web site http://little.nhlink.net/~rta. For your convenience, an RTA Park-n-Ride is located on Clague Road between Lake Road and Wolf Road.

 
Airports:

Bay Village is 15 miles west of downtown Cleveland and Burke Airport, and a 20 minute drive from the Cleveland Hopkins International Airport.

 
Animal Facts:

Bay Village has an Animal Control Officer, 440-899-3414, to help residents with their animal/pet problems. Additionally, there are some pet regulations intended to keep both residents and pets safe and happy. Probably the most important is the leash law, dogs and cats are not to run at large. Should your dog bite anyone, you are required to notify the Police at once so that appropriate action can be taken to safeguard both victim and dog owner. (See Vicious Dogs C.O. 505.01A)

 
Automobile License Plates and Drivers' License:

Non-resident plates are honored on a reciprocal basis, however, once residency is established, you will need Ohio plates. A valid drivers' license from another state is accepted as a temporary permit for 30 days, and you must obtain an Ohio license when you establish residence. The Ohio Bureau of Motor Vehicles telephone number is 216-787-3040. Check the Government pages (blue edges) in the Ameritech white pages telephone book for locations and telephone numbers of BMV sites for license and auto tag renewal. Ohio requires automobiles to pass an E-check test before new tags are issued. The E-check testing site in this area is 24770 Sperry Drive in Westlake. Bicycle Riders:

Experience has proven that cyclists are safe on sidewalks and we encourage all to ride bicycles on sidewalks. However, pedestrians do have the right-of-way and cyclists are required to yield on sidewalks. All bikes used in Bay Village must have a local license, obtained at the Bay Village Police Station for $1.00. This license is valid for as long as you own the bike. For safety reasons, bike riding is prohibited on roadway on the following heavily traveled streets: Clague Road, Columbia Road, and Dover Center Road. (Joggers note: jogging is prohibited on roadway on Clague, Lake, Wolf, Columbia, Dover Center, Cahoon, Osborn west of Cahoon Road, Bassett, Bradley and Walker Roads.)

 
Building and Property Maintenance/Alterations:

A Homeowners' Guide is available in the Building Department for each home in Bay Village. Stop by City Hall for your complimentary copy. If you plan to begin any construction or renovation on your buildings and/or property you will probably need a permit. This department also maintains lists of contractors registered to work in Bay Village. Please contact the Building Department (440-899-3400) to determine if a permit is necessary and a list of licensed contractors for your project.

 
Churches:

There are six churches, Baptist, Catholic, Episcopal, Lutheran, Methodist, & Presbyterian. A list of them with telephone numbers and web links can be found on the Directory of Community Organizations and Links.

 
City Government:

Bay Village has an elected Mayor and City Council, which includes an elected at-large President of Council, two at-large seats, and one representative from each of the four wards. Please also see our Ward Voting Map.

 
City Income Tax:

Bay Village is a member of the Regional Income Tax Agency (RITA). Our Tax Administrator assists residents in understanding their tax liability. A 1 1/2% city income tax is levied on salaries, wages commissions and other earned income. New residents need to contact our Deputy Tax Administrator at 440-899-3429 to register.

 
Commercial/Industrial:

In addition to a few light industrial establishments, Bay has a small retail plaza on Clague Road, Martin's Deli on Bassett Road, and a concentration of shops, a grocery store, and service type offices, along Dover Center Road and at the City's main intersection at Wolf and Dover Center Roads.

 
Community Services:

The Department of Community Services acts as the clearinghouse for services and programs for all Bay's citizens. The Youth Center, in the Bayway Cabin on Bryson Lane, is available for children in the 5th-8th grades and is open school days from 3-5:30 p.m. On holidays and summer week days the Center is open 2-4 p.m. For further information call Youth Center Coordinator Christine Spaetzel at 440-899-3479. (Curfew note: Planning a sleep-out or overnight party for your children? Children 15 years old and younger are not permitted on public streets without an adult from 11 p.m. to 5 a.m., for those 16 and 17 years old, it is from 1 a.m. to 5 a.m.)

Services for senior citizens include the Friendship Center at 303 Cahoon Road, which offers social programs. A senior van is available to those aged 60 and over or those who are handicapped in and in need of transportation to appointments. There is also a newsletter available for seniors by subscription ($9.00 per year) announcing activities and trips for seniors. Call 440-899-3409 for information on all community services.

 
Hospitals:

St. John & West Shore Hospital is in Westlake only 5 minutes from Bay Village. Fairview General Hospital and Lakewood Hospital are both about 15 minutes drive. One nursing home with an assisted living wing is within Bay and there are several others in nearby west shore communities.

 
Library:

The Bay Village Library is a branch of the Cuyahoga County Library. The library offers films, story hours, book discussion groups and a variety of programs for all ages.

 
Media:

Newspapers available by subscription include the daily - Cleveland Plain Dealer, Weekly - Sun Herald, The West Life and The Westlaker Times. Cable service is provided by AT&T Broadband.

 
Organizations:

The Bay Village Community Council is comprised of civic organizations who meet to share ideas and compare calendars. The roster of member groups is available at City Hall. The Community Council sponsors the Citizen of the Year Award and Project of the Year Award. A list of community organizations can also be found on our Community Organizations and Links page.

 
Recreation:

A state of the art playground is located in Cahoon Memorial Park on Dover Center Road. This wooden playground structure offers young children the opportunity to exercise their imaginations as well as their bodies - and it is believed that this is the only playground with an elevator allowing handicapped-access to the structure. The city's park facilities include a swimming pool, fields for baseball, softball, soccer and volleyball. The Children's Theatre at Huntington Playhouse augments the adult community productions. The Lake Erie Nature & Science Center (LENSC) complex includes the Schuele Planetarium, and is open to all and offers an extensive range of programs. Huntington Beach is a public beach and is a part of the Huntington Reservation of the Cleveland Metropark system. Sanitary Sewer Use Charge:

Homeowners are charged a sewer use tax of $210.00 each year (billed quarterly at $52.50). The west shore communities of Bay Village, Rocky River, Westlake and Fairview Park share the cost of operating and maintaining the Rocky River Sewage Treatment Plant. Contact the Finance Department, 440-871-2200, for payment information if you will be out of town when the quarterly bills arrive.

 
Sprinkling Info:

In order to conserve water, a sprinkling ban is automatically enacted each year from June 1 to September 15, between 6 a.m. and 10 p.m., unless rescinded by the Mayor. Homes with even numbered addresses are allowed to sprinkle on even numbered days, homes with odd numbered addresses on odd numbered days.

 
Sewer Back-Up:

If you experience sewer back up please call the Service Garage at 440-871-1221 to check sewer mains in your street. Garage hours are Monday-Friday, 7:30 a.m. to 4 p.m. At other times, call the Police Department at 440-871-1234.

 
Trees:

There is a list of suggested trees for each neighborhood. Check with our City Arborist, Bob Kochmit, 440-899-3484, for help with your tree questions. Please beware of unlicensed tree trimmers, all contractors (including tree trimmers) must be registered with the City and the Building Department at City Hall has a list of registered contractors.

 
Traffic Tips:

There is a 25 mph speed limit on all Bay Village streets, except Bassett, Bradley, Lake, Osborn and Wolf Roads, which are 35 mph. Watch for the 20 mph school zones and always stop at least 10 feet from a school bus when it is receiving or discharging passengers. There is no parking on any city street between 2:30 a.m. and 5 a.m. unless permission is granted from the Police Division, 440-871-1234. Please note that there is a six (6) hour time limit for parking on city streets between 5 a.m. and 2:30 a.m.

 
Voter Registration:

You may register to vote, no later than thirty days before an election, if you have lived in Cuyahoga County for thirty days. Voter registration forms are available at City Hall, the Bay Village Library, or the Cuyahoga County Board of Elections at 2925 Euclid Avenue in downtown Cleveland (216-443-3200). If you have moved from within Cuyahoga County please notify the Board of Elections with a change of address card, also available at above locations. If you have moved within Bay Village, after the close of voter registration, you may vote from your former address. If you have not voted in Cuyahoga County in the past four years you will have to re-register to vote.
