Sewer Rental Fee is charged by the City of Bay Village at the rate of $52.50 quarterly. This is a flat fee and is not based on water usage. The bills are mailed the first of each quarter and are due February 1, May 1, August 1, and November 1. In the event you will be on vacation during one of the due dates, notify City Hall (440) 871-2200 to arrange payment to avoid late charges.

Greater Cleveland Regional Transit Authority (RTA) operates bus service from Bay Village. For further information contact the RTA answerline (216) 621-9500 or their web site http://little.nhlink.net/~rta. For your convenience, an RTA Park-n-Ride is located on Clague Road between Lake Road and Wolf Road.

Refuse Collection Rules

Please Note: Collection is Tuesday city-wide -- collection hours begin at 7:00 a.m.

All rules are in accordance with our current refuse collection contract. Due to this agreement between the City and B.F.I. Waste Systems, the following rules have been adopted. In order to maintain our efficient refuse collection in the city, the following rules apply:

  1. Garbage and dog leavings will be wrapped and sealed to prevent odor from escaping and then placed in refuse containers.
  2. Containers are to be placed at the curb, not at the sidewalk, before 7:00 a.m. on the day of collection, but not prior to 5:00 p.m. the day before collection.
  3. Containers should have a capacity of greater than 20 gallons but less than 35 gallons, constructed of plastic, metal or fiberglass, and having handles of adequate strength for lifting. The weight of the container and its contents shall not exceed 50 pounds. Larger commercial containers placed at the curb will not be emptied unless a commercial account is secured.
  4. Branches, shrubs or hedge trimmings must be cut and placed in tied bundles not to exceed four (4) feet in length and two (2) feet in diameter. Excess dirt must be removed from roots, weight not to exceed 40 pounds per bundle.
  5. Carpeting and padding must be cut and tied in bundles not to exceed four (4) feet in length and two (2) feet in diameter.
  6. Up to two (2) cubic yards of construction debris generated by an individual homeowner will be picked up per week.
  7. Wastes generated by commercial construction contractors are excluded from this contract.
  8. Concrete must be removed from metal or wood fence posts.
  9. Recyclable materials must be placed in blue recycling bags and put out alongside the refuse. Co-mingled, recyclable materials can be placed in one blue recycling bag:
    • Glass beverage bottles and food jars with neck rings and lids removed.
    • Aluminum, bi-metal, and steel cans (rinsed).
    • Plastic milk containers, bottles and containers that have the number 1 or 2 stamped on them, rinsed with caps removed.
    • Newspaper can be placed in a separate blue recycling bag. No magazines, phone books, milk cartons or other paper products.
  10. The contractor will not pick up any chemical, compound or mixture designated to be "hazardous" or "exempt" as defined by Federal or State Law.
Please Note: A placed blue bag indicates recycling. Any blue recycling bags containing garbage or yard waste will not be picked up.

Under the current refuse collection contract, refuse does not get collected on the following holidays for 2005:

  • Memorial Day
  • July 4th
  • Labor Day
  • Christmas Day
  • New Year's Day 2006
When your holiday falls on a Monday or Tuesday, your pick-up will be on Wednesday.

Cardboard Recycling:
 
Corrugated cardboard may be taken to the Service Garage, 31300 Naigle Road, Monday through Friday, and on weekends, where it can be placed in a designated bin.

 
Magazine Recycling:
 
A dumpster will be placed at the Bay Village Service Garage for residents to drop-off their unwanted magazines.

 
Appliances:
 
Residents disposing of appliances that contain freon units such as refrigerators, freezers, air conditioners, dehumidifiers, etc. should call the Service Garage at (440) 871-1221 to schedule a pick-up. All other appliances can be placed on the curb along with your refuse on your normal collection day.

 
Leaf Humus and Wood Chips:
 
Bay Village dumps their leaves at the Westlake/Bay Compost Facility on Ranney Parkway in Westlake. It is at this facility where the leaves are broken down into leaf humus, which is sold to the public. Humus and shredded wood is available from May through October. Residents must purchase the humus and wood chips at the Bay Village Service Garage, 31300 Naigle Road, (440) 871-1221.

Brush Collection:
 
All brush, branches and trimmings should be bundled in four foot lengths (no more than three feet in diameter), tied together and placed at the curb on your regular refuse collection day. Professional tree trimmers or nursery workers are responsible for disposing of the brush, etc. they create.

 
Fall Leaf Pick Up:
 
Leaf collection will officially begin Monday, October 17, 2005. The Service Department will start on the east end of the City and work their way west.

We will begin collection on Monday's route. If we finish Monday's route before the end of the work day, we will start collecting on Tuesday's route. Then on Tuesday we will re-start Tuesday's route, in the event that the residents raked out on Monday evening.

If we do not finish Monday's route on Monday, we will continue Monday's route on the following Monday and on each successive Monday until Monday's route is completed.

This method is then applied to each collection day of the week.

Weekend pick-ups will be used primarily to catch up on routes and to pick up on main roads for traffic and drainage reasons.

Leaf collection will terminate at the end of December. Leaves on the tree lawns after this date must be bagged and placed for pick up by the refuse contractor.

To keep leaf crews moving through their routes, we encourage residents to bag any small piles of leaves for pick up by the refuse contractor.

It is imperative that only leaves be placed on the tree lawn for collection. Branches and other debris should not be included or mixed in with the leaves as this causes the suction tube to become clogged and down-time to occur. Leaves mixed with debris will not be picked up and must be bagged.

Yard maintenance contractors shall be responsible for disposing of any and all yard waste material at a proper site and in a proper manner, as prescribed by law.

During leaf collection, the Service Department will not provide its curbside brush pick-up. All brush and tree trimmings should be cut, bundled and contained so that they will be collected with the normal refuse pick up.

The Service Department's goal is to collect leaves in the quickest and most effective manner. Residential compliance is essential in achieving a successful program.

A note on leaves - Under Ohio and Bay Village Regulations, there is no open burning of leaves, tree and brush trimmings, or any refuse.
