Rental Properties
C.O. 1344.05 states that rental property must be registered with the Building Department. If you own a home that is rented out you will need to contact the Building Department in order to register the property and have it inspected prior to occupancy.
The following procedure will apply to all residential property to be used as rental property in Bay Village:
- Contact the Building Department with the address of the rental property. A letter and application will be sent to the owner of the rental property. The owner will be responsible for filling out and returning the application along with the $50.00 annual registration fee.
- A form letter will be sent to the landlord and tenant explaining the requirement of an inspection with a time limit of ten days in which to schedule the inspection. if no inspection is scheduled within this time frame one will be assigned by the Building Department and the landlord and tenant will be notified of the scheduled date and time by regular mail. It is the responsibility of the landlord to provide the inspector with free access to all areas of the structure for the purpose of making an inspection. The presence of the tenant, landlord, or an authorized agent of the landlord is required.
- Rental inspections will be conducted between the hours of 8:00am - 3:00pm Monday through Thursday. Saturday inspections will no longer be available. The purpose of rental inspections is to ensure that the property and structure meets all the code requirements of the City of Bay Village. Rental inspections are addressed by the Code Ordinances of the City of Bay Village and are held to the same requirements as owner occupied homes.
- If no maintenance or code violations exist then a Certificate of Occupancy will be issued. If corrections are needed the inspector will notify the owner in writing what corrections are required and send the owner a copy of the inspection sheet with a copy to the tenant. A time deadline shall always be set on corrections to be made. Violations must be corrected and a re-inspection scheduled.
