Low Income Programs

A listing of programs for low income residents is available from the literature rack at City Hall and at the Community Services office. Applications are available for most of the programs by calling (440) 899-3409.

 
Home Weatherization:
 
If income meets guidelines, resident eligible for free materials and labor for weatherization from County Dept. of Development.

 
Home Energy Assistance Program (HEAP):
 
If income meets guidelines, program will pay a portion of heating bill for winter months. Applications available October through March.

 
Emergency HEAP:
 
One time assistance with shut off notice or furnace repair. Call (216) 589-9292.

 
Percentage of Income Plan (PIP):
 
Applicant will not be required to pay more than 15% of monthly income for gas & electricity during heating season.

 
Energy Credit Program:
 
For those 65 and older or permanently disabled with income $9000 or less. 30% credit on fuel for heating season.

 
Food Stamps:
 
County Human Services Dept. accepts applications for food stamps to purchase food.

 
School Lunch Program:
 
Free or reduced cost meals for school children

 
Bay Food Ministry:
 
Food bank located at Bay Presbyterian Church provides three or four day supply of food once a month as needed. Call (440) 899-3409 for referral.

 
Water Rate Discount:
 
Discount on water bill for those 65 or permanently disabled.

 
Homestead Exemption:
 
Property tax reduction. Must be 65 or permanently disabled with income of $23,000 or less. Bay residents will also receive a $5 reduction on City sewer rental bill. Applications available January through June.

 
Housing Rehabilitation Loan:
 
Low interest loan to make home improvements.

 
Medicaid:
 
Medical coverage provided by County Dept. of Human Services.

 
North Coast Medical Center:
 
Free medical care for those without insurance. Clinics held in Lakewood and at St. John West Shore Hospital. Call (216) 228-7878 for appointment.

 
Well Child Clinic:
 
County Board of Health provides immunizations, health assessments and monitoring of growth and development of young children. Call (216) 443-5660 for appointment. Meets at St John West Shore Hospital.

 
Displaced Homemaker Program:
 
Free instructional program for career exploration, employability and resource management held at Polaris Career Center. (440) 243-2827.

 
Telephone Assistance Plan:
 
Discount on phone bill and free installation.

 
Dwyer Emergency Fund and Holiday Caring and Sharing:
 
Help during times of crisis with utility cut off notices, food and other necessities. Food and gift certificates provided during holiday season. All funds from donations. Call Adele Wheeler, (440) 899-3409.
