The Finance Department directs the City financial operations. Bay Village continues to benefit from increasing property values and a solid income base that provide the City necessary resources to provide the high level of services to its residents.

The City of Bay Village maintains a strong financial position, as represented by Moody's Investors' Service credit rating of an Aa3, with a positive outlook. This is indicative of the City's conservative nature when it comes to spending taxpayer dollars.

The Finance Department is responsible for the fiscal operations of the City including; payroll, accounts payable, municipal income tax, sewer utility billing, cash management and investing, debt administration and the annual audit. In fact the Auditor of State has annually given the City an unqualified audit opinion, its highest rating.

Municipal Income Tax:

The City levies a local income tax of 1.5% on all EARNED income of its residents and those working within the City limits. A credit of 100% up to a limit of 1% is allowed for taxes paid to another City. For further information please contact either the Regional Income Tax Agency (RITA) at (440) 526-0900 or Deputy Tax Administrator Ruth Popovich at Bay Village City Hall (440) 899-3429.

RITA individual taxpayer and business forms, including an auto-calc form 37 for individual income tax returns, are available on RITA's web site at www.ritaohio.com. Electronic filing (e-file) is also available from RITA's web site. The e-file form is also self-calculating.

New Residents and New Businesses can also register on-line. On RITA's home page, select On-Line Services Individual or Business, then select New Taxpayer Registration or New Business Registration.

 
Real Estate Property Taxes:

The effective real property tax rate for Bay Village is 76.26 mills or 2.34% of the value of the property. The taxes are collected by the County Treasurer's Office and is payable semi-annually in January and July.

 
Sewer Rental Fee:

The City of Bay Village charges each residence a flat sewer rental fee of $52.50 per 3 months. These bills are mailed out the first week of each quarter and are due according to the following schedule:

   1st Quarter (January February & March) is due February 1
   2nd Quarter (April, May & June) is due May 1
   3rd Quarter (July, August & September) is due August 1
   4th Quarter (October, November & December) is due November 1

An individual receiving a Homestead Exemption from the county is eligible for a $5.00 reduction in the sewer charge per billing period. Payments not received by the due date are subject to a $10.00 late fee.
