Question: How do I register for Recreation programs?

Answer: You need to fill out the appropriate registration form contained in the Summer Program Booklet. You can then register in person at the office, drop it off at the 24 hr. drop box or mail it.

Question: How do I pay for registration fees?

Answer: Payment is required at the time of registration. We accept cash, personal checks, and Visa/MasterCard.

Question: Do you offer tours for children and adults?

Answer: We welcome children (and adults) to our fire station and regularly conduct tours for groups. We ask that you call in advance to schedule your tour.

Question: I saw deer in my yard. What can the police do?

Answer: Not much, unless the animal is sick/injured. Usually the police can’t get anywhere near the animal(s). Deer are very skittish. The police are mostly concerned about deer getting out into the road and possibly causing an accident.

Question: Someone’s cat uses my flower bed as its own personal litter box.

Answer: Let Diana know. Cats cannot be allowed to run at large in Bay Village. Neither can dogs, but if the dog listens to voice commands it is considered to be under the control of the owner and does not necessarily have to be on a collar/leash.

Question: The neighbor’s dog barks all the time. What should I do?

Answer: Call the police. This particular call is treated more as a disturbance call.

Question: I thought I saw a coyote in my backyard. I didn’t, did I?

Answer: You very well may have. In the last year or two coyotes have come back into northern Ohio. Healthy coyotes will come nowhere near humans. If you have a small pet, such as a cat or certain tinier breeds of dogs, you should not leave them unattended outside.

Question: There is a raccoon which hangs around my yard during the daytime and it doesn’t seem to be afraid. Is that normal?

Answer: No. Raccoons are nocturnal. This means they normally sleep during the day and come out at night. A raccoon should run when it sees people. Call the police or Diana.

Question: Do you offer CPR classes?

Answer: CPR classes are held on the second Wednesday of each month beginning at 7:00pm and are free.

Question: I had a load of laundry in the washer when the crew was flushing hydrants and now my clothes are discolored. What can I do?

Answer: We have rust remover packets here at the fire station and will be glad to provide them at no charge. Washing the load again with the rust remover will take out any stains.

Question: Do you recommend that I install a CO (carbon monoxide) detector in my home?

Answer: Yes! CO detectors can and do save lives. Our homes are “tighter” than homes in the past due to new window technology, increased insulation, etc. CO detectors will alarm if there is any abnormal increase in carbon monoxide, a deadly colorless, odorless, and tasteless gas. Please call the Fire Department for further information.

Question: Do I need to maintain my smoke detectors?

Answer: Yes! Smoke detectors can and do wear out over time, so we recommend that they be replaced every ten years. Batteries should be replaced twice a year (at the beginning and end of daylight savings time). A smoke detector that beeps once every few seconds probably has a low battery. We offer free battery replacement and smoke detector installation for our senior residents.

Question: What is the cost of the ambulance service?

Answer: There is no charge to anyone for our services.

Question: If I need an ambulance, what hospital will they take me to?

Answer: The patient can choose from three hospitals- St. John’s Westshore Hospital, Lakewood Hospital, or Fairview General Hospital. If the patient is unable to choose due to their condition, we will transport to the closest, most appropriate hospital.

Question: I have rusty water. What do I do?

Answer: It is normal for the water to turn a rusty, brown color when hydrant flushing is done in your area. Run your COLD water until it is clear. If you have already been running your hot water, run both hot and cold until clear. The hydrant crews generally flush hydrants until about 3:00pm.

Question: My 15 year old daughter wants to stay out until 2:00 AM. What are the curfew hours in Bay Village for juveniles?

Answer: - Juvenile curfew hours are as follows: up to and including 15 years old must be in by 11:00 PM. 16 and 17 year olds can stay out until 1:00 AM. Curfew hours end at 5:00 AM. A curfew violation does not apply if the juvenile is accompanied by his parent, guardian or other adult having the care and custody of the minor. It also does not apply if the minor is out on an emergency errand or legitimate business directed by his parent or guardian. Juveniles arrested for curfew violations will either be filed on in juvenile court or sent to the Bay Village Youth Commission.

Question: My 17 year old son would like to have a graduation party with beer, but I heard I can get in trouble as his parent if I let him. Is this true?

Answer: Bay Village city ordinance 529.02B states, “NO PERSON WHO IS THE OWNER OR OCCUPANT OF ANY PUBLIC OR PRIVATE PLACE SHALL KNOWINGLY ALLOW ANY UNDERAGE PERSON TO REMAIN IN OR ON THE PLACE WHILE POSSESSING OR CONSUMING BEER OR INTOXICATING LIQUOR, UNLESS THE INTOXICATING LIQUOR OR BEER IS GIVEN TO THE PERSON…BY THAT PERSONS PARENT…AND THE PARENT…IS PRESENT AT THE TIME OF THE PERSONS POSSESSION OR CONSUMPTION OF THE BEER OR INTOXICATING LIQUOR.” This is known as the “KEG LAW” and states pretty clearly that son can have beer if you give it to him and you are at the house. His friends can’t drink, or even have beer in their possession unless their parents are also at the party and give the beer to them. The Bay Village Police Division maintains a proactive enforcement stance on alcohol and drug violations, and we WILL charge parents who allow underage drinking with their knowledge or while they were present at the party. If the parents are not home, we will charge a juvenile or underage adult living at the residence who allows underage drinking in the home with the “KEG LAW”. Juveniles or underage adults found drinking or in possession of alcohol will also be arrested and charged, most likely with, “underage possession or consumption of alcohol”. The “KEG LAW” is a first degree misdemeanor and if punishable by up to 6 months in jail and/or a $1,000.00 fine.

We are not trying to discourage juvenile parties, but parents have to supervise and ensure underage drinking is not taking place. The party can be just as much fun without alcohol. If your son or daughter is planning on attending a juvenile party, contact the party giver and verify that the parent will be present and that alcohol and other drugs will not be permitted.

Question: Can I burn leaves and brush in my yard?

Answer: No. Codified Ordinance 515.01 for the City of Bay Village prohibits any outdoor burning of leaves, trash, brush, etc.

Question: Yesterday I saw a suspicious car drive around my neighborhood. I thought about calling the police but I don’t want to waste your time on something so minor. I’m probably just being paranoid.

Answer: By all means, call us. Checking on your concerns is what we get paid for. That car driving around your neighborhood may be totally innocent, but then again it also may be a burglar looking for his next target. Either way, we sure don’t mind checking the car and driver to find out what they are doing. We would also like to add that this applies to suspicious people who you see in your neighborhood. We can’t be everywhere at once, and another pair of eyes are appreciated. If your are calling about a suspicious car, please try to get as much information about the car as possible; make, color, number of occupants and if they are male or female, and of course if at all possible a license plate number. Please don’t put yourself in danger to gather this information, but if it can be obtained at no risk it will make our job of identifying and stopping the car much easier. A direction of travel and how long ago since you last saw the car would also be helpful. If you are calling about a suspicious person, please let us know what he/she looks like, what direction they were last seen walking, and what they were doing that made you consider them suspicious.

Question: When can political signs be posted?

Answer: C.O. 1170.10 SIGNS PERMITTED IN RESIDENTIAL DISTRICTS.

B (3) Temporary signs in support of or in opposition to political candidates or issues, which signs may be erected no sooner than thirty (30) days before an election and which must be removed within two days following an election. Such signs shall not exceed fifteen square feet, and shall not extend more than four feet above grade level. The responsibility for removing the sign shall be on the candidate or on the organization supporting or opposing the issues, as the case may be.

Question: Can I have a business in my home in a residential area?

Answer: Permitted uses in a private residence First Residence District: a customary home occupation carried on by such person, provided, however, that no person other than members of the household shall be employed in connection therewith, and provided also, however, that no window display or sign shall be used to advertise such occupation.

Question: Is there an ordinance regarding cleaning up after your animal?

Answer: C.O. 505.08 NUISANCE CONDITIONS PROHIBITED.

(a) No owner or keeper or person having custody or control of any dog or cat shall allow or permit such dog or cat to commit a nuisance on any public property or upon private property other than that of the owner or keeper or person who has accepted custody or control of such dog or cat, provided that the foregoing shall not apply to street gutters. It shall be the duty of all persons having control of a dog or cat to curb such dog or cat in order to carry out the intent of this section. The word "nuisance" as used herein means urination and defecation.

Question: Do you have to be a Bay Village resident to participate in senior activities?

Answer: Programs at the senior centers are open to anyone 55 and older even if they do not live in Bay Village. Trip registration is restricted to Bay Village residents and former Bay residents the first 10 days of the month the trip is first advertised. After the 10th, registration is open to any senior.

Question: Is there someplace I can volunteer?

Answer: Volunteers are used in senior center offices and for many of the senior programs. Volunteers are also needed who would be available to drive seniors to appointments when the senior transportation is full. Meals on Wheels needs volunteers, both as substitutes and for regular schedule, to work in the kitchen or to deliver meals. To volunteer for Meals on Wheels call Yan Yaroma, 440-871-4954. Question: How can I get the Bay Senior News?

Answer: Monthly newsletters are available by subscription for $9.00 per year. Checks may be sent to Bay Senior News, 300 Bryson Lane, Bay Village. Newsletters may also be picked up from the literature rack at City Hall, at the Bay Village Library or at the Dwyer Center. You do not have to be a Bay Village resident to receive the newsletter.

Question: Where can I register to vote?

Answer: You can register, change address, and obtain applications for absentee ballots at the City Hall, Reception Desk between 8:30 a.m. and 4:30 p.m.

Question: What are the permitted hours for lawn cutting and related noises?

Answer: C.O. 509.09 "DISTURBING THE PEACE: CONSTRUCTION AND LAWN CUTTING HOURS".

(b) No person shall disturb the good order and quiet of the City by the erection (including excavating), demolition, alteration or repair of any building or structure with the City between the hours of 9:00 p.m. and 8:00 a.m. daily. No person shall disturb the good order and quiet of the City by the operation of any power lawn mower within the City between the hours of 9:00 p.m. and 8:00 a.m. daily. Snow blowers and other snow removal equipment are specifically excluded during periods of snowfall.

Question: Does the Mayor perform Weddings?

Answer: The Mayor does perform weddings for Bay Village residents. There is no charge, but donations to the Bay Village Foundation are accepted.

Question: Can I obtain a copy at City Hall of my Birth Certificate from the old Bay View Hospital?

Answer: City Hall does not have copies of birth certificates from the old Bay View Hospital. The number to call for these is the Bureau of Vital Statistics at (216) 664-2315.

Question: What are the regulations for grass height?

Answer: C.O. 521.07 NOXIOUS WEEDS AND OTHER UNDESIRABLE VEGETATION.

(a) No person, whether the owner, lessee, agent, tenant or other category of person having charge or care of land in this City, shall permit a nuisance such as, but not limited to, noxious weeds, or other undesirable vegetation, grasses, etc., to grow thereon to a height in excess of eight inches, or to mature their seeds thereon or fail to cut and destroy such weeds and other undesirable vegetation, thus creating a fire hazard or a refuge and breeding place for rodents and other vermin.

Question: How old do you have to be to participate in senior activities?

Answer: Anyone 55 and older may participate. However, some services are limited to those 60 and over.

Question: Do I need to submit plans for my building project?

Answer: Yes. You must submit 3 sets of construction drawings and plot plan. Construction drawing must contain enough detail to ensure building code compliance.

Question: Do I need a permit for a fence or utility shed?

Answer: Yes.

Question: Can I appeal a neighbor’s building permit application?

Answer: Yes, you can. Your appeal must be in writing and filed at the Building Department within the 10-day Intent to Build posting period. Your appeal will then be heard by the Board of Zoning Appeals (BZA).

Question: What is the “Intent to Build” sign for?

Answer: The “Intent to Build” is issued when a set of construction drawings has been submitted for approval. During this 10-day period construction plans are available for public view.

Any objections to the issuance of a permit must be in writing and must be filed with the Building Department during the 10-day period. (See photo of “Intent to Build” and “Building Permit” placards.)

Question: My neighbor will not cut his grass. What can I do about his/her grass?

Answer: Call the Building Department and register a complaint. An inspector from the Division will be assigned to investigate your complaint.

Question: Can you give me the name of a good contractor?

Answer: Yes. We maintain lists of registered contractors who have no outstanding complaints against them.

Question: Do rental properties have to be registered?

Answer: Yes. Rental properties have to be registered and inspected by the Building Department. Interior and exterior inspections are conducted annually at rental properties.

Question: Does the Bay Village Building Department test sewers on my property?

Answer: The Sewer Correction Program is in full swing year-round. The City is divided into sewer testing areas. One tester is assigned to test an area. The purpose of the correction program is to eliminate storm water infiltrating into the sanitary system and reduce basement flooding. There is no cost for the city testing.

Question: Is skateboarding permitted in Bay Village?

Answer: C.O. 541.05 (a) (5) - Skateboarding on the land or premises of another when such land or premises is posted with a sign prohibiting such activity and such sign has been approved by the Director of Public Safety.
