Every 10 years, Cuyahoga County updates our community's Improvement Target Area (ITA) map.  Personnel from the Cuyahoga County Department of Development and Planning Commission evaluate each structure based on the condition of roofs, siding, paint, windows, doors, porches, driveways, foundation, and general upkeep.  They rate a property based on each of these categories for: no maintenance needs (0), minor (1), moderate (2), or major (3) maintenance needs.  Properties needing maintenance are then mapped according to federal census tracts.   Should properties needing maintenance hit certain density parameters within a census tract, the census tract is designated as an Improvement Target Area. Additionally, the County compares the ITA's to income levels as developed by the Federal Census Bureau.  A Low-Moderate Income designation, which ranges from 80% to 140% of the County's median income ($43,804), allows for access to federal grant funding for various infrastructure improvements and low interest loans.

The Cuyahoga County Department of Development offers a variety of home loan programs to assist residents with their home repair and remodeling projects.


Heritage Home Loan Program

Heritage Home Program --  Cuyahoga County has many wonderful older homes that were built to last.  These homes are part of our heritage and we can help you preserve them.  The County partners with Bay Village and the Cleveland Restoration Society  to offer low interest loans that provide the funds you need to modernize and make energy efficient improvements.  The Society's team of old house experts will give you technical advice regarding the construction process.  There are no income restrictions and investment  properties are eligible.  For program parameters and participating cities, please review the Cleveland  Restoration Society's website: http://www.heritagehomeprogram.org/

Home Weatherization Assistance Program

The Home Weatherization Assistance Program provides free energy efficiency improvements to eligible homeowners and renters in Cuyahoga County, outside the City of Cleveland, at no cost to the household.

Housing Enhancement Loan Program (HELP)

The Home Enhancement Loan Program allows homeowners in all of Cuyahoga County communities except Bentleyville, Chagrin Falls Township, and Hunting Valley to borrow money for repairing or remodeling homes at three percentage points below a bank's market rate for home improvement loans. HELP has no restrictions on a borrower's income and few limitations on what improvements can be made to a property. Both owner occupied and investment properties are eligible. Applications are available at any bank branch of these participating banks: First Federal of Lakewood, Huntington Bank, KeyBank, PNC Bank and U.S. Bank. Home improvement loans at 3 percentage points below normal bank rates.

Loan maturity of up to 5 years, 10 years for loans of more than $12,500.

Bank fees are capped at $175.

No limit on borrower's income.

Credit decisions are based on the bank's normal lending criteria.

Borrower's property taxes must be current.

Minimum loan amount $3,000. Maximum loan amount $200,000.

Single-family, two-family, and multi-family dwellings are eligible.

Includes both owner-occupied and investment dwellings.

Single and two-family dwellings must have a tax value of less than $250,000.

There is no tax value limit on multi-family dwellings.

Loans may be used for alteration, repair, maintenance, or improvement.

Loans may also be used for code violation compliance and property upgrades.


  Housing Rehabilitation Loan Program (HRLP)

The Housing Rehabilitation Loan Program (HRLP) is designed to assist low-and-moderate income homeowners with the repair and /or replacement of the following major housing components: Roof, Electrical, Furnace, and Plumbing - including sanitary sewer connections.  The goal of the HRLP is to not only maintain the structural integrity and essential operations of the house, but also to efficiently utilize funds from the U.S. Department of Housing and Urban Development (HUD) to benefit (51) Urban County Communities throughout Cuyahoga County.  The initial inspection is performed by a Building Rehabilitation Specialist.  The scope of work is then determined by a Housing Committee within the Department of Development.  Please note - often times the need for assistance is greater than the resources available so there is usually a waiting list for the HRLP.

Loans are offered at below-market interest rates, and loan amounts are based upon approved housing specifications (scope of work) with terms up to 20 years.  Interest rate and term of loan depend on yearly (gross) income and are available for one to four-family owner occupied homes.  The following required services are provided by the HRLP: title search, credit check and property appraisal.  Senior citizens at or above 62 year of age who meet eligibility and income criteria may qualify for a deferred loan:  Payments are deferred and the full loan amount becomes due when the property transfers title.
